Antonio Russo 9be12e4d30 Refresh debian/not-installed /etc/default/zfs and /etc/zfs/zfs-functions are now installed by the makefiles. Proxmox VE packaging for ZFS on Linux

This is based on code from:

https://salsa.debian.org/zfsonlinux-team/spl

We removed the dkms/modules related code, because we ship the
modules with the kernel.
