Rob Norris 2ca6e880da spl: remove old atomic lock
Long ago, SPL atomics were implemented as a global spinlock over
conventional operations. In 5e9b5d832b (2009-10) they was converted to
proper atomics, with the spinlock retained as a fallback.

The switch to compile with the fallback was later removed in a91258913f
(2018-05), but the code it enabled wasn't. So lets do that.

The Solaris Porting Layer, SPL, is a Linux kernel module which provides a compatibility layer used by the OpenZFS project.

Installation

The latest version of the SPL is maintained as part of this repository. Only when building ZFS version 0.7.x or earlier must an external SPL release be used. These releases can be found at:
