cherry-pick "block/block-backend: blk_set_enable_write_cache is IO_CODE"
albeit I was short from disarming that GLOBAL_STATE_CODE assert completely, as its just bogus to assert that on runtime for a lot of call sites, rather it should be verified on compilation (function coloring with attributes and maybe a compiler plugin).
