Brian Behlendorf 5acb2307b2 Add IMPLY() and EQUIV() macros ...

Added for upstream compatibility, they are of the form:

* IMPLY(a, b) - if (a) then (b)
* EQUIV(a, b) - if (a) then (b) *AND* if (b) then (a)
