Brian Behlendorf 56ab541521 ZTS: CodeQL Action v3 update Switch from v2 to v3 CodeQL Actions. The v2 actions will no longer be supported as of Dec '24 so we need to move to v3. According to the release notes they should be functionally equivalent. Note that the only difference between v2 and v3 of the CodeQL Action is the node version they support, ... build zfs modules for Ubuntu 20.04 and 22.04 (~15m)
2x zloop test (~10m) + 2x sanity test (~25m)
4x functional testings in parts 1..4 (each ~1h)
cleanup and create summary
- content of summary depends on the results of the steps

When everything runs fine, the full run should be done in about 2 hours.

The codeql.yml and checkstyle.yml are not part in this circle.
