Tony Hutter 54c6fbd378 zed: Allow autoreplace and fault LEDs for removed vdevs ...

Allow zed to autoreplace vdevs marked as REMOVED.  Also update
statechange-led zedlet to toggle fault LEDs for REMOVED vdevs.
