contrib/initramfs: use LVM autoactivation for activating VGs (#17125)
Currently, the zfs initramfs-tools boot script under local-top calls
`vgchange -ay`, which unconditionally activates all logical volumes
(LVs) in all discovered volume groups (VGs). This causes all LVs to be
active after boot. However, users may prefer to not activate certain
VGs/LVs on boot. They might normally use the `--setautoactivation n`
VG/LV flag or the `auto_activation_volume_list` LVM config option to
achieve this, but since the script unconditionally activates all LVs,
neither has an effect.

To fix this, call `vgchange -aay` instead. This triggers LVM
autoactivation, which honors autoactivation settings such as the
`--setautoactivation` flag. It is also more in line with the LVM
documentation, which says autoactivation is "meant to be used by
activation commands that are run automatically by the system" [1].

Note that this change might break misconfigured setups that have ZFS
on top of an LV for which autoactivation is disabled.

5cdca5b1da autoconf: use include directives instead of recursing down cmd
No installation diff, dist lost
  -zfs-2.1.99/cmd/fsck_zfs/fsck.zfs
which was distributed erroneously, since it's generated

Also clean gitrev on clean

Also add -e 'any possible bashisms' to default checkbashisms flags,
and fully parallelise it and shellcheck, and it works out-of-tree, too

Also align the Release in the dist META file correctly

Add --enable=all to ShellCheck by default
Change enforced shell type from `dash` to `sh` and excluded
`SC2039` and `SC3043` by default. `local` keyword is accepted by all
POSIX shells from practical point of view. There is no need anymore
to enforce dash so `local` is accepted.

Pass --enable=all to shellcheck within contrib/
- Remove `SHELLCHECK_IGNORE` in favor of inline suppressions
  and more general `SHELLCHECK_OPTS`.

- Exclude `SC2250` (turned on by `--enable=all`) globally

- Pass `--enable=all` to shellcheck for scripts in contrib/: it's
very important to catch errors early in areas that are not easily
  testable.

4cfd339ce4 Cleanup contrib/initramfs automake
The initramfs hook scripts depend on Makefile. This way, if the
substitution code is changed, they should update. This brings it in
line with etc/init.d (which was modified to match the example in the
automake docs).

The initramfs hook script cleaning now matches etc/init.d.

There was a mix of SUBDIRS recursion and custom install rules for files
in subdirectories. This was duplicated for the "hooks" and "scripts"
subdirectories. Now everything uses SUBDIRS.

I fixed the substitution of DEFAULT_INITCONF_DIR for hooks/zfs.

a6c8289473 install path fixes
* rpm: correct pkgconfig path

pkconfig files get installed to $datarootdir/pkgconfig but rpm expects
them to be at $datadir. This works when $datarootdir==$datadir which is
the case most of the time but will fail when they differ.

* install: make initramfs-tools path static

Since initramfs-tools' path is nothing we can control as it is an
external package it does not make any sense to install zfs additions
anywhere else. Simply use /usr/share/initramfs-tools as path.
