Add TASKQID_INVALID and TASKQID_INITIAL macros

Browse Source 
Add the TASKQID_INVALID and TASKQID_INITIAL macros and update the
taskq implementation and test cases to use them.  This is solely
for the purposes of readability and introduces no functional change.
