dracut: support mountpoint=legacy for root dataset

Support mountpoint=legacy for the root dataset in the dracut zfs support
scripts.

mountpoint=/ or mountpoint=/sysroot also works.

Change zfs-env-bootfs.service to add zfsutil to BOOTFSFLAGS only for
root datasets with mountpoint != legacy.
