Prevent "zpool destroy|export" when suspended

Cleanly destroying or exporting a pool requires that the pool
not be suspended.  Therefore, set the POOL_CHECK_SUSPENDED flag
for these ioctls so the utilities will output a descriptive
error message rather than block.
