FreeBSD: libspl: Add locking around statfs globals

Browse Source 
Makes getmntent and getmntany thread-safe for external consumers of
libzfs zpool_disable_datasets, zfs_iter_mounted, libzfs_mnttab_update,
libzfs_mnttab_find.
